When on a call with the Webex App, other sounds (e.g. Browser Sounds, Spotify, ...) are not reduced by the percentage defined in windows settings.
The counterpart Cisco Jabber was recognized by Windows as a communication activity and therefore reduced everything when on a call.
The setting I refer to is located at:
Settings => System => Sound => Sound Control Panel => Communications
