When modifying users our development team is frequently encountering issues as customer is raising requests via SNOW asking for i.e. changes on calling behavior but user is actually not part of customers control hub environment. An example for this would be a user from a different sub-organization, for which the domain is not claimed and verified. As the team is not getting a specific response it is getting increasingly difficult to investigate on the cases and provide timely response on why a request is cancelled or pending (also providing issues on SLA side). Thus a specific error response is needed, that provides the reason why a modification is not possible.
