Add the ability to Closed Caption Telephone

Add the ability to Closed Caption Telephone Calls in the Webex App

As we transition from Jabber to Webex App for calling, adding the ability to caption (in call) and transcribe (post call) would be a great addition.

Captions and transcription should continue to be treated separately, like they are in Webex App Meetings today, and should be able to be disabled by administrators.
