Present the correct carrier call status to WebEx Contact Center agent when making outdial calls

WebEx Contact Center Agent gets outdial failed error when calling a telephone number that's out of service. Agent should get whatever the carrier sends back to Cisco instead of the "Outdial Failed" error. Agent believes it's an agent desktop failure instead of an invalid telephone number.
