Webex Analytics for Real Time Translations

Adding analytics to Control Hub for RTT, specifically so admins can see how "frequently" the service is being used by each licensed user. Based on the cost of the license currently, having this level of detail would allow Service Owners to audit the feature and disable when appropriate.
