Extension Mobility HA via Config File

Today, Extension Mobility redundancy requires a Load Balancer which Cisco does not provide, complicating the deployment of UC environments and breaking our end-to-end Cisco story.

Directories and registration HA relies on information already built in phones configuration file. EM URL could offer the same flexibility and be built with the same mechanism and thus removing the need for a load balancer.
