Please allow OAuth access token support for the "AT=LI" URL API

With the deprecation of XML API there remains no tool to programmatically push the user to logged-in status on a Meetings site.

Currently we are using the "GetloginTicket" XML API (returning a "ticket") and the "AT=LI&TK={ticket}" URL API, and this method works fine, but the XML API will go away, and the URL API does not accept OAuth access token. I see two possible solutions:

1. The URL API accepts the OAuth access token. This FR is about to ask for this feature.

2. The CH managed Meetings site accepts the SAML 2.0 Assertion in IdP initiated scenario. Please see my FR at https://ciscocollabcustomer.ideas.aha.io/ideas/WXCUST-I-7600
