Currently service providers can set control hub to restricted mode on/off. This is a binary operation, either they are restricted or not.

With restricted mode set to off, end customers have the capability to change their package type from basic to standard/premium. This makes it difficult for service providers to correctly bill end users, as well as the legal and commercial implications of get authorisation for the upsell.

With restricted mode set to on, end customers can barely change any settings. This makes it impossible for them to do certain integrations and other changes.

Customers really want to fully administer their webex environment, we need a solution that allows them to do so without being able to change their package type.

Bonus points for allowing greater granularity to service providers on what settings a customer can or cannot change under restricted mode.
