Allow the option to use JBH 10, or 15 minutes before the actual meeting start time

When from Room Kit. This option is not available. The OBTP is only available 5 min. before the actual meeting start time. Customer would like the option to join 5,10, or 15 minutes before the actual meeting starts when using various Cloud Endpoints. When scheduling the meeting via PT , JBH is set to 10, or 15.
