Restore manual captioning window and role

Since the rollout of automatic closed captioning for all paid plans, the manual captioning window and role are no longer available. This removes functionality necessary for those requiring a CART service or translator.

Manual captioning through a captioning service/CART provider is supported through the Multimedia viewer:
https://help.webex.com/en-us/article/9dqbhw/Host-Webex-meetings,-webinars,-and-events-for-people-who-are-deaf-or-hard-of-hearing
