Allow the new Webex app to use on-premise IM&P for chat

Currently the new Webex app can be registered as a CSF phone to CUCM, but cannot be used with on-premise IM&P for chat services. Allowing the new Webex app to use on-premise IM&P for chat would be helpful for some migration scenarios, including customers who do not utilize Expressway and Hybrid Messaging. It would allow these types of customers to consolidate Webex, CUCM CSF softphone and IM&P chat into a single client now, then migrate to other Webex cloud based services (chat, teams, etc.) over time.
