Webex4Broadworks - Allow customer to change SSO settings regardless of Partner restrict mode

Customers wanting to update SSO settings from Broadworks to Azure AD have to have partner restrict mode disabled. If temp disabled, SSO settings are scrubbed when restrict mode re-enabled. Most O365 admins do not want to share O365 metadata with service partners to upload to webex control hub for them. Security concerns?
