Accept null or blank phone number via SCIM

Provisioning: SCIM


Please allow for null or blank values to be sent from Okta to Cisco Webex teams. Currently not every team member has a phone number. As a work around we have been assigning a general corporate phone number in the format of xxx-xxx-xxxx
