Jabber Application Dial Rules and Partition support

Currently Application Dial rules are a universal change, we have a need for different Dial rules for different locations, especially international. BY adding an application dial rule for US it breaks jabber users in some international sites. If the application dial rules supported partitions then we would be able to applyt different rules.
