Set Preferred WebEx site not tied to PMR

At the moment, the Preferred WebEx site is tied to the PMR setting by design.

There are Orgs that have PMR disabled and they have to set Preferred site manually which isn't productive. It'll be beneficial to have either a separate toggle or a setting in the Automatic License settings to assign Preferred site while assigning the license.
