browser/JS SDK: add support for hard mute and moderated mute feature

The JS SDK Meetings plugin needs to support the hard mute feature (host mutes and client is not allowed to unmute) and moderated mute feature (host can unmute a client).

These features exist in the webex meetings app and should be reflected to users of the meetings SDK.
