browser SDK: add hard mute and moderated mute feature

Please update the browser/JS SDK Meetings plugin needs to support the hard mute feature (host mutes and client is not allowed to unmute) and moderated mute feature (host can unmute a client).

These features already exist in the webex meetings app.
