Customer using the external prefix 9 they can't call to the suicide line 988, they need to dial 9988

Currently the number 988 is considered a Toll free number https://help.webex.com/en-us/article/8hp9k1/Enhanced-988-National-Suicide-Prevention-Lifeline-for-Webex-Calling and based in the documentation for external dialing prefix https://collaborationhelp.cisco.com/en-us/article/nityras/Configure-Dialing-Behavior-for-Outbound-Calls - Administrator and end user impact is as follows:

• Once the external dialing change is available, if you configure locations in an organization to use an outbound dial digit, advise users to always include the outbound dial digit when making external calls. In this case, your number is staring with 9 and your external prefix is 9, in this case is mandatory use the prefix 9+988

per customer perspective, webex calling should provide an easier way to call the suicide hotline, a person in crisis is not necessarily going to think to call 9-9-8-8, making it easier to reach critical services would be a reasonable thing to do.

    Adding |988S3 to the MPP phone Dial_Plan will allow direct dialing of 988 as well as further collection of digits so that toll free numbers beginning with 88x can still be dialed when an access digit of '9' is required.
