This is a skype feature. On the taskbar and tray icons for webex messaging there should be a circular badge indicating status. For example, if you're available there should be a green circle indicating you're connected and a red circle with an 'x' indicating you're not connected. This way users can tell at a glance whether they're connected or not. Otherwise, a user may think they're online and available to receive messages but may not be.
