Re-order Webex UI

Some people have expressed the need to be able to reorder the UI in Webex. Have the Messaging, Teams, Contacts etc. strip be movable from the left to right side of the app for example.

    We do intend to add UI customization to the client in 2023, but moving the navigation bar to the opposite side of the app will not likely be included.
