Meetings license for devices

RoomOS devices itselves should be able to start meeting and be a host without Webex Teams app.

Zoom has Zoom Rooms which can start meeting just by itself.

Customers who wants video conferencing just in a (physical) meeting room would select Zoom.

For these customers user-based subscription is likely to cost higher even with Active User.
