Create a deaf/hard of hearing panelist position

Create a 'panelist' position for a sign language signer that would be somewhat larger than the other panelists when content is sharing. This would be a position that would ALWAYS be visible regardless of screen configuration so the signer is always visible to the deaf/hard of hearing population.
