Add RedSky E911 capability to Room Devices - Regulatory Requirement!

E911 capability including dispatchable location is a government regulation/requirement. Currently Room OS devices like the Desk Series do not comply and should not be used as phone devices due to that. Mobile devices and/or Webex App connected to the devices will use the calling function through the Room Device and if an Emergency call is placed the only information transmitted to the PSAP is the Company name and calling DID. This is highly problematic as (1) the call will not be routed to the correct response center, (2) the emergency operator has NO location information available and (3) response could be severely delayed and as such could have huge safety and legal implications. This is a clear violation of the Ray Baum Act which prevents the roll out of these devices in our organization!

HELD or HELD+ functionality and/or support for LLDP/CDP/BSSID network discovery has to be added ASAP!

This also does not work on a RoomOS device in Microsoft Teams Room mode. Discovered that the MTR software is only aware of it's IP on an internal subnet (192.168.243.242/30) within the device that links it to RoomOS and cannot actually see the real device IP or BSSID/LLDSP/CDP on the network to do any network matching against.
