Hybrid Messaging should not require basic/advanced licensing

Today a migration strategy to move from Cisco Jabber to Webex App for chat has a feature called Hybrid Messaging. In order to set this feature up you need have either basic or advance messaging enabled on all the users. Because of this requirement it makes the hybrid messaging future useless as once I enable basic/advanced messaging they get the chat icon in Webex and they just start using it instead of Jabber because everyone is already using the Webex App for meeting since the Desktop App has been decommissioned. I really want only the chat enabled users for Webex to be able to chat with any user in my org and if they are still on Jabber it will relay the message to Jabber.


What should happen is when you enable the feature for hybrid messaging on the user that should enable a Webex app user the ability to chat with that person and when they don't have basic/advanced messaging enabled it will relay that message the jabber.
