When adding new users to Control-Hub by CSV, disabled 【basic messaging】and【basic space meetings】 change to be active automatically

When adding new users to Control-Hub by CSV, disabled 【Basic Messaging】and【Basic Space Meetings】 change to be active automatically.

However, if adding the same users to Control-Hub by manual, we can set users to use【Call on Webex】feature only without【Basic Messaging】or【Basic Space Meetings】.

Please make the same design.
