Enable "Sign in" option for locked settings from device interface for cloud registered devices.

There is a Sign in option mentioned in the administration guide for Webex Board, Desk, and Room devices which allows the administrator to unlock protected settings directly from the device interface. The mentioned option is visible on page 35 of the administration guide:

Currently, the option is available only for on-prem devices and not for cloud registered devices. The cloud registered devices are receiving a message that certain settings are locked and no option for an admin to log in. The customer would like the option to become available for cloud registered devices as well.
