Currently there is no way to remove or hide the content of the Overview page.

The concerns regarding the update panel here is that it is causing confusion whether the product is updated to the latest version.
Even if the org is on Latest channel and initially provisioned with the unified webex service, there is nothing else to update further - but the notification still remains: "Update to the new webex"

Partner is managing a lot of organizations and this is a behavior that is present in most of them, and indeed rather confusing.
