Add Unified CM/MRA Based Calling Capabilities/Login Page to User Devices

Devices like WebEx DX80 that are usually used by Execs are primary phones in their offices. But if we register that device as a user device, rather than office space, it'd not allow calling capabilities using Unified CM based calling.

As per Cisco new vision we use Hybrid Calling for WebEx Devices (meaning Hybrid Calling is only meant for Workspaces now), the WebEx Device Connector cannot provide Spark RD/Hybrid Calling capabilities to users.

So please introduce a mechanism for adding on-premise calling capabilities to User registered devices.
