Allow Setting MOH per User/Device rather than solely the Webex location

We need the option to modify MOH on the individual level rather than solely based on Webex location. Some Orgs have customer facing services with specific needs and spend marketing dollars on jingles and ads. They need the flexibility to modify the MOH in a way that suits their customers and business.
