Increase the number of meetings that a standard user can create during 24 hours via REST API

Standard users can only schedule 100 meetings during a 24-hour period. Currently, there doesn't seem to be a limit on the number of meetings scheduled via XML API. This will ensure feature parity between REST and XML APIs as XMLs are on a path to deprecation.
