Allow Webex Calling Voice Portal number to be an internal extension only

With the use of softphones on a cloud based telephony solution like Webex Calling, there is less need to have the voice portal for voicemail and AA greetings recording accessible via an external DDI number.

Allowing the voice portal number to be an internal extension number only saves the cost of an extra DDI too. Thirdly, although this may not impact an end client directly as much, it would remove the risk of a relatively unmonitored DDI from being war dialled by an unknown source and causing issues there.
