Cu can request to release their email address from the Org which had claimed domain.

Currently,once the email domain claimed to OrgA,users added to this Org A or uses the same domain couldn't add their email address to the other Orgs,unless Org A relaese the domain to change domain status from "claimed"to "Verified".But as you known, this kind of change may cause problems like:

-Org A administrators don't want to take actions.As if they do this,they can't control users in our orgnizations like before.

How about if we create a feature like if someone dosen't want to belongs to OrgA or want to be free from the domain.They can send a request to OrgA administrators to get an approval.
