Support to re-enrole MPP Phones when these were initially enrolled through activation code process.
Today if a new activation code is generated for the phone, it cannot be used/consumed in order to re-enrole the MPP Phone since the device already exists in WxC, this leads to the need of deleting and re-adding the phone to be able to re-enrole the endpoint.
We want to be able to be able to re-enrole the device without the need of re-adding the device in Control hub.

There are many situations where a factory reset on the device is needed but if the device was added with activation code, you have no way to let the device re-enroll and re-register, instead you need to delete the device and re-add it for it to work

Making sure I understand the ask. If you have activated a code and that belongs to User X, you're saying that if you reset the phone and re-enter in a NEW activate code, it should regenerate that device against the new user? And is a factor reset how you are getting to the activation code screen?
