Background music unified experience

In the 42.7 release it allowed for background music to be uploaded for a webinar, However, depending on how you join the webinar whether by call using computer, call in or call back the experience is different for users. This needs to be unified as one experience.

If the host has taken the time to upload background music they would expect this to be the experience for all joining the webinar.
