License to toggle Team feature/button on/off

One of the reasons we are having a very hard time rolling out Webex in replacement of Jabber is the Teams/Spaces crawl. There is no control who can create Teams/Spaces and this could easily be out of control - a nightmare from eDiscovery perspective.

If there is a toggle to turn off Team on Webex app, and just have Spaces, that would be really helpful
