Option to Enable Chat only with Host when scheduling

We need to be able to enable Chat only with the Host when scheduling. We don't want attendees to be able to have any private chats or chat with everyone.

Currently attendee privileges can be set to disable private chats with other attendees and presenters and enable private chats with the host. But Chat has to be enabled to allow these permissions which automatically also enables Chat with Everyone.

We want to be able to limit chat in a meeting only in private and only with the host.
