Save "Last registration server" in caise of losing internet

When Webex App standard is locally registered to CUCM and the company lose internet connection (in caise of cyber attack or else),
All users who start the Webex App then cannot register to CUCM anymore.
So why could the Webex App not save his last registration server and try to connect to them if connection to webex cloud is not accessible?
